Editorial argues that if the European Commission is not to going to act in the Eon-Ruhrgas merger case, it is vital for the European Union to complete energy liberalisation under the Danish Presidency in Autumn 2002. Failure to act swiftly could mean that by the time the market is finally opened to cross-border competition, the market could be dominated by a small number of conglomerates.
