Enlargement and an Area of Freedom, Security and Justice: striking a better balance

The control of the new external borders which will be created as a result of the accession of the candidate countries will have a profound impact on the relations between EU and non-EU countries in Europe. The construction of a new wall in Eastern Europe must be avoided.
