Environment ‘should not be put before farming’

A leading figure in Britain's farming negotiations with the European Union says environmental schemes should be limited to those of clear economic value. In a pamphlet published by the Centre for Policy Studies, Sir Richard Packer supports the UK government's efforts to lead reform of the common agricultural policy and reduce production subsidies.
