EU 2010 – a reappraisal

Europe enters a new decade facing strong internal and external challenges, says this commentary by Antonio Missiroli. However welcome, the Lisbon Treaty looks more a response to past rather than future challenges, which cannot generate the required political will or strategic vision. Externally Europe will need to get its act together and fight to make its voice heard among the 21st century’s new global players, but it will only be taken seriously if it can generate growth rates to match those of the emerging economic powers – and reform itself accordingly.
