At the Agriculture Council on 11 November 2014, ministers from 21 EU member states called for extra funds to deal with the Russian embargo.

During the meeting, it was discussed the use of the Common Agricultural Policy's emergency fund by the European Commission to support farmers affected by the embargo. Most EU countries were reportedly against this solution, as the CAP's emergency fund was originally created to respond to crises in the European agricultural market, such as the collapse of prices or the overproduction of certain products.
