European Commission President Romano Prodi may not now present a sensitive EC paper on the next European Union budget at the European Council in Brussels on 12-13 December 2003. Mr Prodi is reported to be anxious not to disrupt a deal on a new EU constitution, hoped to be agreed at the European Council. |
