EU Civilian Crisis Management

Demand is growing for European Union civilian missions to help stabilise conflict-torn areas worldwide. However, Member States have been slow to provide the personnel necessary for the EU to live up to its ambitions. The EU has made progress in streamlining relevant institutions and developing capabilities. However, the EU continues to fall short of its own goals.
