On the day that the UK Prime Minister, Gordon Brown, welcomed the EU President, Herman Van Rompuy, to 10 Downing Street, London, 19 January 2010, the UK Government published a compact designed to 'reinvigorate' EU economies and build 'strong, sustainable and balanced' growth.
