This paper was prepared by the EU Advisory Group to the Department for Business, which was set up in 2008 with the aim of advising the UK Government's Department for Business, Enterprise and Regulatory Reform (BERR) on key, horizontal economic issues affecting the European Union, with a special focus on informing the Department's policy strategy for the lifetime of the next European Commission.

The paper, published on 9 June 2009, is the first major communication from the group to BERR. It sets out the Group's recommendations in areas which it believes are vital for future economic policy in the European Union over the duration of the new European Commission and new European Parliament.

Please note that the Department for Business, Enterprise and Regulatory Reform was replaced by the Department for Business, Innovation and Skills (BIS) on 12 June 2009. The new Department, headed by Peter Mandelson, brings together two former Departments - the Department for Business, Enterprise & Regulatory Reform, and the Department for Innovation, Universities and Skills.
