This research paper outlines the key elements of the EU's strategy and approach to the Western Balkans between 2003 and 2007; charts the change in attitudes towards the Western Balkans following the referendums on the Constitutional Treaty; considers the criticism of the EU strategy and sketches the current state of play in each of the Western Balkans states.
