Report of the Council Conclusions on the EU position for the Copenhagen Climate Conference, 7-18 December 2009 agreed by EU Environment Ministers at the Environment Council, Luxembourg, 21 October 2009. The issue of climate financing for developing countries remained the one major unresolved issue.
