The European Parliament’s (EP) Directorate for Budgetary Affairs contracted Blomeyer & Sanz on 22 January 2018 to conduct this study during the months of January to June 2018. The study aimed to develop a better understanding of the regulatory framework and practices relating to the preparation and procurement of large-scale infrastructure funded by the European Union (EU).
