Abstract: Several years ago, the EU set itself the deadline of 2010 – later postponed to 2012 - for completing the second phase of the Common European Asylum System. In the event, it has largely failed to meet this deadline. Moreover, almost no other EU immigration legislation was formally adopted in 2012. |
