...but problems remain, according to a new Commission report. Its latest single market 'scoreboard' shows that the proportion of EU directives not yet put onto national statute books in every member state fell to 12.8&percent; in May compared with 18.2&percent; a year earlier. But progress has slowed since the start of this year and the number of cases against member states for failing to implement legislation agreed at Union level properly is rising.
