An unpublished survey of 211 UK Accident and Emergency Departments by the Royal College of Physicians has judged 44 departments to be at 'immediate risk' because they have fewer than five specialist registrars working in them. Cuts in junior doctors' working hours under the European Working Time Directive, to be implemented in August 2004, could increase the number of departments operating at risk.
