Abstract

The European Union is badly in need to redefine its role on the international stage. This necessity that is all the more urgent in the field of security and defence policies, where ever-changing challenges constantly emerge, resulting in a highly uncertain geopolitical context. In order to do so, this paper puts forward the guidelines for a new European strategic vision that – envisaged as part of a future White Paper – identifying the institutional, diplomatic and practical resources needed to achieve the EU’s interests. Co-operation between EU and NATO is emphasized, since this is going to be the only way for Europe and America to have a strong say in the future world order.

The paper also explains how the Common Security and Defence policy will have to be advanced in a pragmatic manner, especially in light of the stricter budget constraints imposed by the economic crisis as well as of the new balance of global power. Nevertheless, it is in the interest of the EU to strengthen its active commitment to defend international peace and security through its co-operation with the UN and the management of peace operations. In a highly dynamic international system, Europe is called to define its strategic interest as clearly as possible, in order to preserve Western values and keep setting an example in the achievement of international peace and security.
