The United Kingdom's Home Office published on 21 June 2018 a statement of intent regarding the EU Settlement Scheme. It sets out details on the conditions that EU citizens and their families need to meet in order to apply for settled status once the UK leaves the European Union. The draft Immigration Rules - which would give legal effect to the scheme - were also included.

The UK's Immigration Minister made a statement to the House of Commons regarding this matter on the same day, including on the planned fee for people applying under the scheme. On the previous day, the head of the European Parliament's Brexit Steering Group stated the process should be free.

The settlement scheme would open in a phased way from late 2018 and would be fully open by 30 March 2019. The deadline for applications would be 30 June 2021.

The Home Office also called on the other EU member states to publish more concrete details on how UK nationals living across the EU would be able to secure their status.

After June 2018 the Home Office continued to periodically provide more information on aspects of the proposed new EU Settlement Scheme. This included on the 1 November 2018 EU Settlement Scheme: employer toolkit. The toolkit claimed to equip UK employers with the right tools and information to support EU citizens and their families to apply to the EU Settlement Scheme. This and comments made by Immigration Minister Caroline Nokes and senior officials to the House of Commons Home Affairs Committee on the 30 October 2018 raised considerable controversy and anger amongst groups representing EU citizens in the UK and UK employers.
