Date:25/09/03 THE former chief of the Council of Europe has called for radical changes to the European Union's structural policy. Daniel Tarschys, ex- secretary-general of the Strasbourg-based body, says the policy of targeting Europe's poorest regions has had "very limited" impact. The Swede is the author of a report that challenges the basis under which structural funds are allocated. It also controversially claims that regional disparities in the EU-15 are "much smaller" than they are reported to be. One-third of the EU's €95 billion annual budget is spent on structural policy,second only to the Common Agricultural Policy. |
