In order to strengthen safeguards for the protection of personal data exchanged between EU and US law enforcement authorities and to facilitate reciprocal cooperation, the Umbrella Agreement was signed in June 2016. Its conclusion and adoption by the Council of the European Union needed the European Parliament's consent, which was to be voted in the Plenary II in the last week of November 2016.
