Article reports that European Union workers will continue to be able to opt out of working time limits after the Council of the European Union and the European Parliament failed to reach a deal on amending labour legislation, April 2009

Marathon negotiations on the 27 April 2009, the last of a string of all-night talks in recent weeks, could not break the deadlock between the European Parliament, which pushed hard for an end to the opt out, and member states, which balked at the implications for their labour markets.
