Europe as a global actor: searching for a new strategic approach

Abstract:

In the same format as last year, this contribution consists of four sections. We first focus on the performance of the institutional actors involved in the EU's external relations. Because the post-Lisbon institutional setting is still relatively new, it is worthwhile investigating how different actors have carved out their new roles and interacted with each other.

In addition, we analyze how the new players such as Federica Mogherini, Donald Tusk and Jean-Claude Juncker have brought new dynamics into the Brussels institutional game. As a second step, we review the three key dimensions of the EU's external action: trade, security and diplomacy.
