In its submission to the European Convention, the Confederation of British Industry (CBI) says Europe has failed to deliver on its promise to cut red tape and that governments have made little progress towards the goal set in the Lisbon Summit of 2000, where they pledged to deliver 'the most competitive knowledge-based economy in the world by 2010'.
