European Convention mulls collective strategy

Article reports that the European Convention is preparing its final recommendations on defence strategy, due to be made public in mid-December 2002. The Convention is considering a mutual defence alliance in the event of any member being attacked from outside, the equivalent of NATO's Article 5.
