Heads of State and Government met on 18 October 2018 for a summit of the European Council, followed by the Euro Summit in an inclusive format. On the previous day, EU leaders addressed Brexit (in an EU27 format). The agenda includes the following items:

+ Review of the state of the negotiations with the United Kingdom regarding the country's withdrawal from the European Union;

+ Discussion on migration, in particular the implementation of decisions agreed at the previous European Council summit;

+ Adoption of conclusions on internal security;

+ Adoption of conclusions on external relations, focusing on the EU's relations with Africa;

+ Endorsement of a set of conclusions on the preparations for the UN Climate Conference (COP24).

+ Assessment of the state of negotiations on the deepending of the Economic and Monetary Union (EMU).
