Items discussed included:

The European Council met on 16 July 2014 to discuss a number of key EU institutional appointments to be made. At the 26-27 June 2014 European Council meeting, EU leaders adopted the decision proposing to the European Parliament Jean Claude Juncker as candidate for President of the European Commission. The Parliament elected Mr Juncker on the 15 July 2014.

Leaders had asked Herman Van Rompuy to conduct consultations on the nominations for the other top positions, in particular a new President of the European Council, and a new High Representative of the Union for Foreign Affairs and Security Policy.

On 16 July 2014 the EU leaders had a further discussion on these posts but came to no agreement except to meet again on the 30 August 2014.

EU leaders also discussed new sanctions on Russia (in connection with the ongoing tensions in Ukraine) and the situation in Gaza.

Jean-Claude Juncker, the new President-elect of the Commission, joined part of the meeting to debate the priorities set in the strategic agenda for the Union and how he intended to organise the work to move them forward.
