By setting up the European Labour Authority (ELA), the European Union aims to improve cooperation between Member States and to address the following challenges:

  • inadequate support and guidance for individuals and businesses in cross-border situations;
  • insufficient capacity of national authorities to organise coordination with authorities across borders;
  • weak or absent mechanism for joint cross-border enforcement activities;
  • lack of a cross-border mediation mechanism.

As a result, the main functions of this body are:

  • facilitating access to information on rights and obligations in cases of cross-border mobility for employees, employers and national administrations
  • supporting coordination between member states in cross-border enforcement of relevant EU law, including facilitating concerted and joint inspections
  • supporting cooperation between member states in tackling undeclared work
  • supporting member states authorities in resolving cross-border disputes

This Authority was set up by a Regulation establishing the European Labour Authority. A number of cities put forward a bid to host the headquarters of this Authority in May 2019. On 29 May, the Council of the European Union published the assessments of the offers to host the seat of this body. Bratislava was announced on 13 June as the host city for the European Labour Authority.
