As the European Commission prepares to publish details of proposed legislation to cut the cost of international 'roaming' costs paid by mobile phone users, European telecoms companies are split over their response, and this is understood to be behind the cancellation of a meeting scheduled for 20 March 2006 between the GSM Association, the industry trade body, and the European Commission.
