Eurostar launched an independent inquiry on the 21 December 2009 into the problems that led to severe disruptions of its cross-Channel train service as it announced a third day of cancellations and scrambled to deal with criticism that it had mismanaged the situation.

The operator said that the review would be led by Christopher Garnett, former chief executive of GNER and previously commercial director of Eurotunnel, operator of the Channel Tunnel, and Claude Gressier, 'inspecteur général des ponts et chaussées'.
