EU’s mutual defence pact to face flak from government

Article previews the publication of a White Paper by the UK Government on 9 September 2003, setting out its response to the draft European Union constitution. The Government is determined to fight plans for a European Union 'mutual defence' pact under which Member States agree to defend each other in the event of an attack. Formal negotiations on the draft constitution will begin on 4 October 2003 at an Intergovernmental Conference in Rome.
