Staff Working Document (SWD) published by the European Commission on 29 January 2021, comprising an assessment carried out to Recommendation 2011/711/EU on the digitisation and online accessibility of cultural material and digital preservation.

Commission Recommendation 2011/711/EU is the main policy tool for digital cultural heritage. Its aim is to optimise the use of information and communication technologies to unlock the full economic and cultural potential of Europe's cultural heritage.

In line with the Better Regulation Guidelines, this assessment considers how the Recommendation has worked and performed compared to initial expectations by examining its effectiveness, efficiency, relevance, coherence and EU added value. The Document addresses fives areas, i.e. organisation and funding of digitisation; digitisation and online accessibility of public domain material; digitisation and accessibility of in-copyright material; Europeana; digital preservation, taking into account the digital lifecycle approach to cultural material.

The SWD was published by the European Commission on 29 January 2021.
