There was a last-minute hiccup in the draft conclusions at the Madrid summit last week.

The sharp-eyed Irish delegation, sticklers for accuracy, demanded changes before approving the final text. But it had nothing to do with the wording on economic and monetary union, employment or enlargement, nor the passage on “other police”, not even the three lines about Andorra.

No, it was something much more basic which caught an official's eye as EU leaders poured over the wording on Saturday morning.

Under the heading “Building the Foundations for the Europe of the Future”, the Spanish Presidency recorded that the summiteers had identified five challenges which the member states must face to prepare for the next century. Unfortunately they then listed six.

Once the error had been spotted, the big question was whether to change the 'five' to 'six', or to drop one of the challenges altogether. The final conclusions confirm that there are indeed six challenges facing us all.

So now we know what we're up against.
