2004 was the year the European Neighbourhood Policy (ENP) was officially launched. Now,four years on, it is time to ask ourselves: what is the ENP’s scope, what are its limitations; is it really good enough or do we need to do moreand make it the flagship of the EU’s external policy; do we need to look at alternative forms of partnership?

The seminar will address such questions from the viewpoint of the EU’s Southern and Eastern neighbours. Its objective is to arrive at policy recommendations. Participants are senior officials – from the Netherlands, a selection of EU Member States, the European Commission and (ENP)partner countries – and alimited number of academic experts. The
meeting will take place under Chatham House rule,aiming at a free and open discussion.
