Starting in 2015, Europe was struck by a number of terrorist attacks. As of mid 2016, terrorism was perceived as being omnipresent, in the media, in political discourse, in people's daily lives. A certain form of collective psychosis was developing within the population, which was perhaps more insidious and dangerous than terrorism itself. This policy brief seeked to offer some arguments to counter the fear of terrorism. It also challenged the idea that terrorism can be itself ‘contagious’. Finally, it argued in favour of a measured, comprehensive and inclusive approach to counterterrorism.
