Franco-German push for multi-speed EU

France and Germany are still keen to press ahead with a 'multi-speed' Europe to prevent the United Kingdom blocking closer co-operation in areas such as tax, social security and judicial affairs, and allow pioneer groups to progress with closer European integration without the threat of national vetoes.
