In this paper, after explaining the legal framework for free movement of people within the EU, the author considered what options were available to the UK to manage free movement as an EU Member State.

For ease of analysis the options were split into two sections:

+ identity and removal
+ employment, social security and support for affected communities

but there was inevitably much overlap between the two. Much of the analysis also applied to those European countries which were not in the EU but were in the European Economic Area – Iceland, Liechtenstein and Norway – as well as to Switzerland, although there were some differences.
