General Affairs Council, 21 March 2023

Summary:

A meeting of the General Affairs Council (GAC) was held on 21 March 2023. The agenda included the following items:

• Adoption of Decisions establishing the EU's position in the Joint Committee and Joint Consultative Working Group set up under the EU-UK Withdrawal Agreement, allowing the EU to agree to the main elements of the Windsor Framework within those bodies;
• Discussion on the draft conclusions of the forthcoming European Council summit;
• Assessment of a synthesis report produced by the Council Presidency summit on the Council's contributions to the 2023 European Semester;
• Presentation by the Council Presidency of an updated roadmap for the 2023 European Semester;
• Adoption of draft Recommendation on the economic policy of the Euro area, ahead of endorsement by the European Council;
• Country-specific discussion in the framework of the annual rule of law dialogue;
• Informal exchange with Ukraine's Deputy Prime Minister for European and Euro-Atlantic Integration.
