By a qualified majority the Council reached a political agreement on common positions on the second phase of the Leonardo da Vinci Programme and on the Socrates Programmes for the period 2000-2006. Pending delivery of the European Parliament's Opinion, the Council agreed in principle to a Decision adopting the third phase of the trans-European co-operation scheme for higher education, TEMPUS III, 2000-2006. |
