Mario Monti, European Commissioner for Competition and Caio Koch-Weser, Germany's Deputy Finance Minister, reached an agreement on the future of the German system of Landesbanken on 17 July 2001. Germany will abolish the loan guarantees and reform the general guarantees for the regional public sector banks by July 2005 as they are not in accordance with EU state aid regulation.
