At the Informal Justice and Home Affairs Council, which took place in Veria (Greece) on 28-29 March 2003, the Spanish Minister for Immigration, Ignacio González, proposed the creation of a network of immigration liaison officers in order to improve EU cooperation relating to illegal immigration from third countries.
