Governance and partnership in regional policy

This Study focuses on governance and partnership in the processes that have been set up in Member States on programming the National Strategic Reference Frameworks. It analyses new elements of horizontal and vertical integration and looks at whether these have been followed up in the Operational Programmes. The paper identifies factors leading to the success or failure of the integrated approach in Cohesion policy, highlights existing problems and shortcomings and suggests possible solutions. It comprises a country-by-country review of the EU27.
