Greek row stalls launch of EU force

It had been hoped to announce at the European Council in Seville on 21-22 June 2002 final agreement on the European Union's Rapid Reaction Force. However Greece has refused to drop its opposition to guarantees given to Turkey that the new force would not be used in the Aegean.
