Abstract:
The European economic and monetary Union (EMU) is often given precedence over other core EU policies, such as the single market. 'Euro non-participants' are sometimes put at a disadvantage within the single market due to this preference. There is also a danger of caucusing amongst eurozone member states as they can make up a qualified majority.
This article argues that euro non-participation should be normalised within the EU and be included in EU primary law to protect the rights of those states. There are then suggestions given as to how this would work in practice within the EU's legal framework.
