Guidance on implementing the Youth Employment Initiative

Summary:

The European Council agreed in February 2013 to create a dedicated Youth Employment Initiative (YEI) to increase available EU financial support to the regions and individuals struggling most with youth unemployment and inactivity. The initiative amplifies support provided by the European Social Fund (ESF) for implementation of the youth employment measures and thus support the implementation of the Youth Guarantee by funding activities to directly help young people who are not in employment, education or training (NEETs). This guidance document on the YEI targets in particular the ESF managing authorities in charge of the implementation of the initiative. It provides an overview of the rules applicable focusing on targets groups, programming aspects, scope and financial rules of the YEI.
