Date: 30/01/1997 were finally adopted by the Commission yesterday (29 January), following months of difficult debate between Taxation Commissioner Mario Monti and Environment Commissioner Ritt Bjerregaard. The paper was drawn up in response to the increased use of 'green levies' in most EU countries and attempts to lay down measures in keeping with the 'level playing-field' of the single market. It also aims to allow “a transparent assessment by the Commission” of any new measures. |
