SPAIN'S EU presidency has announced that economic sanctions imposed on Haiti will remain in place until the end of this year, unless democratic reforms are introduced.

Concerns over irregularities during general and local elections in May 2000 led the Union to suspend aid to Port-au-Prince worth more than €44 million.

Discussions between EU officials and the ruling Lavalas family party in the interim have not borne fruit.

The officials have been dismayed by violence and human rights abuses in the country.

The situation was made worse by the attack on the Haitian National Palace on 17 December, an event described as an attempted coup by its government.
