Malta's minister for civil liberties addressed on 23 February 2017 the audience at the opening of a High-Level ministerial conference on LGBTI rights, as part of the Maltese presidency of the Council of the European Union.

The minister called for politicians to swim against the tide by 'helping shape public opinion, not to be led by it'.
