Homelessness, although detailed definitions may differ, is a problem well understood in all the European Union countries. A conservative estimate gives around three million people roofless and 15 million living in seriously substandard housing within the fifteen Member States. The major difficulty in raising housing issues at European level - and it is impossible to talk about homelessness without speaking of housing - is that housing itself is not an EU competence but solely the preserve of individual governments. Recently however, things have begun to change.
