Summary:

Report published by the European Commission and the High Representative for Foreign Policy covering developments in 2018 in relation to the trade, economic and cultural relations between the European Union (EU) and Hong Kong.

Further information:

The European Union has vowed to closely follow political and economic developments in the Hong Kong Special Administrative Region (SAR) ever since it was handed over to China in 1997, in the frameworj of the 'one country, two systems' principle. In line with the commitment given to the European Parliament, an annual report is issued on developments in Hong Kong. This is the 21st report, covering developments in 2018.

The European Union remained Hong Kong's second-largest trading partner after mainland China, while Hong Kong was a major partner for the European Union as regards trade in goods and services and foreign investment flows. Most aspects of the 'one country, two systems' principle were thought to continue to work well. However, the report notes that this principle has come under increased pressure during 2018, giving rise to concerns about its erosion and calling into question whether Hong Kong's high degree of autonomy and its attractiveness as an international business centre could continue to be upheld in the long term.
