Washington opposes giving the court jurisdiction over countries which did not sign the International Criminal Court (ICC) treaty and rejects automatic jurisdiction over genocide. It also insists the United Nations Security Council should be able to block court investigations indefinitely, amid fears that its soldiers overseas could be prosecuted for actions during peacekeeping exercises.
