Hybrid threats and the EU – State of play and future progress

The EUISS and the Estonian Presidency of the Council of the European Union organised in October 2017 a high-level conference on hybrid threats.

• The EU and hybrid threats: where do we stand?
• Cyber resilience: lessons and good practices
• Strategic communications: progress and future work

The conference encouraged debate about the efforts made by the EU to counter hybrid threats, the new proposals regarding cybersecurity and how strategic communications can foster European action to counter disinformation, radicalisation and extremism.
